Rebecca Ellis

Rebecca Ellis serves as the Director of Policy and External Partnerships in the Office of Adult Education at the Technical College System of Georgia. In this role, she leads efforts to strengthen system-wide partnerships and shape policies that better support adult learners across the state. Rebecca has dedicated her career to improving educational outcomes in Georgia. Prior to her current role, she was the Director of Practice and Support Services at the Georgia Department of Early Care and Learning, where she led a team focused on enhancing the quality of early learning programs for infants, toddlers, and children with disabilities. Rebecca has also held leadership roles within the Technical College System of Georgia’s Office of Adult Education—as Director of Accountability—and at the Governor’s Office of Student Achievement, where she served as Director of Innovation. She holds a bachelor’s degree in communications from the University of North Carolina at Chapel Hill and a Master of Social Work from the University of Alabama.
