Rafiq Vaughn is a seasoned educational leader whose career has been defined by one unwavering conviction: that every school, in every community, can become a place where students thrive. As Principal of Central Park Elementary in Birmingham’s Ensley community, he has turned that belief into a measurable reality. Under his leadership, Central Park Elementary was recently recognized by the Alabama State Department of Education as one of the top 25 most improved schools in the state — a distinction that reflects years of intentional, relationship-driven work.

A certified School Turnaround Specialist, Principal Vaughn has led transformation across Title I schools in Tennessee, Ohio, and Alabama at both the primary and secondary levels. Before stepping into school leadership, he served as an Adjunct Professor of Statistics and Behavioral Research at Tennessee State University for more than eight years — a foundation that shapes how he reads data, understands group dynamics, and develops the people around him.

His expertise spans instructional leadership, staff development, master scheduling, equity and cultural inclusion, and restorative practices. At the heart of his approach is a deep commitment to servant leadership: empowering others, honoring diverse experiences, and building the kind of authentic relationships that make schools work for every family they serve.

Rafiq holds a Bachelor’s degree in Psychology, a Master’s degree in Counseling, and an Education Specialist degree in Instructional Leadership. He is currently completing his Doctor of Education degree (expected Spring 2027).
